Rammala Library and Mahesh Chandra Bhattacharya


Founder of the famous Cumilla Rammala Library was the Donator Mahesh Chandra Bhattacharya. After its founding, Dr Rashmohan Chakravarty and Mahesh Chandra Bhattacharya himself worked to expand its holdings. Today, the name of the Comilla Rammala Library is also being pronounced on the back of tradition. In the year 1912, a Sanskrit library was established in the meeting room of Mahesh Chandra Bhattacharya’s house in Comilla.

Mahesh Chandra Bhattacharya, a scholar, philanthropist and descendant of Bengal. Mahesh Chandra Bhattacharya is one of those who have worked tirelessly for the good of the country and the people in the pursuit of great purpose in human life. He has become well-established in life from the poorest of the poor, relying on hard work honesty, perseverance, self-confidence and noble ideals. He didn’t have the opportunity to study for severe poverty, later he made money.


This great human of Comilla (former Tripura), was born in the village of Bitghar under Nabinagar upazila of Brahmanbaria district. His father Ishwar das was a self literate person and his mother Rammala Devi Devya was a devout woman. The Rammala Library in Cumilla city is one of his immortal works. In the name of the founder's mother, the ‘Rammala’ established to facilitate the research work for the wise and the knowledgeable in the region. The institute is playing a major role for the welfare of the poor students of the researchers of sub-urban area.

According to an agreement with the Dhaka University, about 2,500 booklets (Puthi) of Rammala have been microfilmed. This was a pretty good initiative. Many researchers from across the country and abroad came to read Rammala's booklet for research and other purposes. The contribution of the Rammala Library is immense in the education and culture of Bangladesh. For researchers and explorers, the Rammala Library is favorite of all.

Apart from this lots of the scriptures of different religions are preserved in this library, so that it can play a vital role in creating a biography for the ordinary readers. In the booklet section there are ancient cultures and Bengali books. No fee or money is needed for readers. Any reader and researcher can study in this library. It is open for all.


The main Rammala Library building was constructed at Shakatla (now opposite of the Comilla Education Board) in Cumilla city. The establishment of the Rammala Library in a magnificent building in 1953 was a great event in this area. In the name of his mother the Ramlala Library was established in the year 1912, and later in the name of his father, Comilla Ishwar Pathshala was established. The Devalaya was founded in the 1917. A Primary School and Nibedita Girls Student Hostel was established in 1919. The Nat Mandir was established in 1925. In the year 1926, the students of Rammala hostel welcomed the famous poet Guru Rabindranath Tagore. Researchers also came from British Library of the subcontinent at the traditional Rammala Library.







The research section contains various books on Islam, Buddhism, Christianity and other religions and philosophy. Apart from this there are books of history, Bangla literature etc. The general section contains books and periodicals, including biographies, history, travel books, novels, etc., which are suitable for the general readers including students. The booklet section contains ancient scriptures and traditional manuscript books on traditional religion and philosophy. The manuscript was collected from various area of ​​the country for money.

Knowledge is the power in human life. Ignorance is the root of all suffering. So the library plays a very important role in gaining knowledge.

Famous Persons from Cumilla



At present, Comilla is a district under the Chittagong Division. It is a historical and famous area in the country. In the ancient times it belonged to the Samatat Township and later it became part of the State of Tripura.

The history says, Tripura was ruled by the Gupta emperors since the fifth century AD. The Buddhist rulers ruled the region from the seventh to the middle of the eighth century. In the ninth century, Comilla came under the rule of the kings of Harikel. Later this region was ruled by the Chandra Dynasty for about 150 years from the tenth to the middle of the eleventh century. Later it was ruled by the Mughals and came under the East India Company in 1765.

Air Quality Index | Cumilla is Least Polluted



The atmospheric monitoring of the Environment Department of the Government declared that the air in Cumilla city is lowest among all other cities currently monitoring regularly based on the Air Quality Index report. Among total Sixteen air monitoring stations in the country, four are in Dhaka (Farmgate, Parliament House, Darussalam and Savar), two in Chittagong, One perpetual air monitoring station is located in Khulna, Rajshahi, Sylhet, Barisal, Mymensingh, Rangpur, Gazipur, Narayanganj, Comilla and Narsingdi.

The Air Quality Index (AQI) is a tool for reporting daily air quality of any city or country. It tells how clean or polluted the air is, and what associated health effects might be a concern for public. The AQI focuses on health effects that one might experience within a few hours or days after breathing polluted air.

The station indicates that among all the cities the air of Cumilla is most pure. The air pollutant parameter is estimated at PM 2.5. According to the Department of Environment, air quality in different cities of the country is as follows:
  • Chittagong 35
  • Gazipur 83
  • Narayanganj 85
  • Sylhet 39
  • Barisal 39
  • Mymensingh and Comilla 27 

Although it is incredible to hear, this information came out in the form of air quality standard monitoring station on Saturday (June 15th, 2019) Environment Department,

Air pollution is caused due to presence of carbon dioxide, lead, nitrogen oxide and other protruding particles in the air. Air in Savar area is very much polluted among all other areas in capital city Dhaka. Air Quality Index (air quality) for Dhaka city 115, but in Savar it is 135. Rangpur, a city that has more air pollutants than Dhaka, the air pollutant parameter in the city is 128.





In Bangladesh the AQI is based on 5 criteria pollutants; Particulate Matter (PM10 and PM2.5), NO2, CO, SO2 and Ozone (O3). The Department of Environment (DoE) has also set national ambient air quality standards for these pollutants. These standards aim to protect against adverse human health impacts.

Considering the health concerns, the of air quality index is:
  • Air quality is 0 to 50 means Good Quality.
  • Between 51 and 100 means Medium Quality.
  • Between 101 to 150 means Caution or Warning.
  • Between 151 to 200 means Unhealthy.
  • Between 201 to 300 means Very Unhealthy.
  • From 301 to 500 means Extremely Unsafe.

Savar in the capital Dhaka and Rangpur, these places are in caution / warning labels for health concerns. In Narayanganj and Gazipur area Health concern due to air pollution is medium. The lowest air pollution is in Comilla and Mymensingh district. Apart from this, Chittagong, Sylhet and Barisal are among the cities with significant health concerns.

Expert doctors say that due to air pollution, the risk of developing respiratory, heart disease, cancer and diabetes is created. Apart from this, obstructing the development of the child's intelligence, including disfigurement of the fetus in the mother's womb in the obstetricians.

Bangladesh Academy for Rural Development | BARD Comilla


Hello Readers,
In this post a I am going to give you a little description, activities, history, functions of the Bangladesh Academy for Rural Development – BARD. The academy is located in Kotbari area under Comilla district. Dr. Akhter Hameed Khan, who is the founder of BARD, is well known in Asia and in the whole world for his distinguished leadership of the Rural Development Academy and the Rural Development Experiments at Comilla, Bangladesh.


The Bangladesh Academy for Rural Development (BARD), Comilla is internationally renowned for its various innovative works in the field of rural development in Bangladesh. The Comilla Approach to Rural Development, which is, in fact, a package of mutually supportive development models produced lasting impacts on changing the lives and living environment of the rural poor. On 27th May 2009, BARD celebrated its Golden Jubilee. It has more than 50 years of experiences in the arenas of training, research and action research which could be shared by other countries and people engaged in rural development around the world.


Facilities at BARD:
In the past recent years, some facilities have been developed at the campus to meet the needs of the trainees, visitors and campus residents.
  • There are five hostels including one female hostel, with a total capacity of 280 seats.
  • For organizing workshops, training, seminars, conferences and symposiums there are five Air Conditioned classrooms, four A/C conference halls, one Computer center, one IT lab with 50 computers and a library with about more than 60,000 books.
  • There is a bank, a post office, a telegraph office, a cooperative store, medical center and a sport complex including a tennis court.
  • Adequate residential quarters have been built up for the faculty and staff at the campus.
  • There is a VIP Guesthouse named Bano-Kutir, a cottage with a beautiful sylvan background.
  • There are two verdant hilltops, which are named as Nilachal and Banasri. These are surrounded by a network of roads cum walkways by the side of the hills in the shade of trees of various kinds.

Some functions of BARD as described on their web portal:
  • Conducting various researches in the rural development and allied fields.
  • Conduct training for the Government officials and others about rural development.
  • Test, experiment concepts and theories of rural development.
  • Evaluate the programs and activities relating to the rural development.
  • Provide advisory and consultative service to the government and other agencies.
  • Guide and supervise national and foreign students in their dissertation works.
  • Conduct national and international seminars, conferences and workshops.
  • Help policy planners in the field of Rural Development.

Training facilities in BARD:
The Academy is a designated national training institute in Bangladesh including both officials and non-officials.
  • Officials comprise civil servants, officers of nation building departments and international participants of development sector organizations etc.
  • Non-officials are local councilors, local leaders, and members of co-operatives. Students of educational institutions, member of voluntary organizations etc.
Besides, a large number of imitational clientele including students, scholars, consultants, government officials, members of diplomatic corps and imitational agencies visit the Academy regularly.


Various Researches in BARD:
The academy has been conducting Socio-Economic research since its inception. Research findings are used as training materials and inputs for initiating action research by the Academy itself, and as information materials and policy inputs by the Ministries, Planning Commission and Policy Makers for undertaking development programs. In some particular cases, these are also disseminated among the international agencies and institutions.


Action Research:
BARD conducts experimental projects to evolve models of improved institutions, administrative structures, coordination and methods of production in the country. The project activities usually involve the villagers, development institutions, local councils and government officials. So far the Academy has conducted about 50 experimental projects on various aspects of rural development. Through these pilot experiment's  it has been able to evolve the following rural development models that have already been replicated throughout country as components of the Comilla.

  • Two-tier Cooperatives
  • Thana (Presently Upazila) Training and Development Centre (TTDC)
  • Rural Works Program (RWP) and
  • Thana (Presently) Upazila) irrigation Program (TIP)


Besides, government has been replicating two recent models of BARD which are: Comprehensive Village Development Program (CVDP) and Ecological Sanitation while another recent model has been replicated as Small Farmers Development Foundation (SFDF).
