There will be Railway Line from Narayanganj to Cumilla


Railway Minister Nurul Islam Sujan said the government has plans to build a railway line from Narayanganj to Cumilla. The minister said, “I have been in charge of the ministry for the last three years. But no one from Comilla raised the issue of a railway line from Narayanganj to Comilla. The Prime Minister believes in development. If the people of Comilla wanted, the Narayanganj - Comilla railway line would have been built already. This would have reduced the distance of Dhaka - Chittagong railway by about 70 km”. He said that the people of Comilla are very lucky. Huge number of expatriates from Cumilla area lives all over the world. If the people want, they can unite and play a role in the development of the Comilla zone. 

He was speaking at the inaugural function of the 24-km long dual gauge Comilla - Laksham section between the Akhaura - Laksam 72-km double-line dual gauge rail line on 25 September. The dual gauge was inaugurated by the Mahanagar Express train moved towards Chittagong.


Director General of Railways Department Dhirendranath Majumdar presided over the ceremony, other guests were MP of Comilla-5 Abul Hashem, Railway Secretary Selim Reza, Chief Engineer of Railways Subakta Gin, Chief Engineer of Max Golam Ahmed and Minister's wife Shammi Akter.

The Minister further said that development of communication system does not mean development of roads only. Development of communication system means development of integrated communication system. The government has focused on the development of an integrated development system. The need for meter gauge trains is declining now a days. So the railways across the country will be converted to dual gauge line.


He also said that work is ongoing of the dual gauge line from Dohazari to Cox's Bazar. Dual gauge will also be constructed from Chittagong to Dohazari. Railways have been undergoing extensive development since the formation of the Ministry of Railways in 2011. There is a railway line in Padma bridge, there is a railway line in Bangabandhu bridge, Khulna - Mongla railway line has been built, there will be a railway line on Bhanga - Mawa bridge, the work of metro rail is ongoing fast. Work on the 72 km double line dual gauge from Akhaura to Laksam will be completed by June 2023. The Honorable Prime Minister Sheikh Hasina will inaugurate it.


The railway is upgrading the 82 km long railway line from Akhaura to Laksam in Comilla zone to dual gauge double line at a cost of BDT 6,505 crore. Of which work of 24 km from Comilla to Laksam junction of the district has been completed. It was opened to traffic through the inauguration on 25 September 2021. Construction work of the remaining 48 km is underway. Which has been planned to be completed by June 2023.

Trial Run on Daudkandi | Tripura Waterways


Shipments of goods have reached Tripura, India from Daudkandi, Bangladesh. On 5 September 2021, the consignment of cement went from Daudkandi ,Comilla to Sonamura in Tripura on a trial basis via the Gomti river. It is basically the first initiative to be used as a direct import-export naval route between the two countries.

Premier Cement Mills Limited, has become the first exporter of the product by river to the northeastern Indian state of Tripura. The Bangladesh Inland Water Transport Authority (BIWTA) has given the approval to the company to export goods on a trial basis. It was inaugurated in Sonamura India. BIWTA Chairman Golam Sadeq inaugurated the experimental navigation by flying balloons at the Bibirbazar, Gomti section of Comilla.

 

At present, about 5 per cent of the country's total cement production goes to the northeastern states of India. The country's exporters are currently using the Akhaura land port to export goods to Tripura. On May, two new waterway agreements were signed between the two countries in Dhaka. One is from Rajshahi to Dulihan in India and the other is from Daudkandi to Sonamura. According to the agreement, the trial run started. The distance from Daudkandi to Sonamura is 93 km. From there, the consignment is to travel by road to Agartala, the capital of Tripura.

Traders involved in exports to Tripura said the Gumti River has many problems and crises. The biggest problem is the navigability crisis in the river. The navigability of Gumti River is very low. It is not suitable for navigation at depths of more than three to three and a half feet. As a result, it is not possible to move large cargo ships. You have to bring and take only limited goods in one vessel. The height of the bridge is also a big problem. There are 23 low-height bridges along the Gumti river. As a result, it will not be possible for large vessels to pass under the bridge. 

Mohammad Amirul Haque, managing director of Premier Cement Mills Limited said that this is the first time that this trade facility has been created by waterway with the northeastern Indian state of Tripura. This will boost exports to Tripura and other northeastern states and reduce transportation costs. Transporting goods by water is relatively cheaper and definitely more environmentally friendly than by road or rail. This movement can be continued even in the dry season, if regular dredging is done in the necessary parts of the Gumti river. In addition, low-altitude bridges need to be addressed quickly. If the waterway can be used to accommodate large cargo ships, Bangladesh's construction materials will be ahead in the price competition. In addition, regular use of the waterway will increase bilateral trade with neighboring countries.


Bangladesh Water development Board says, The Gumti River has a flow of 2 to 3 meters in the monsoon season, but in the dry season there is one meter of water somewhere in the river. However, dredging will have to be done at different places of the river to make it suitable for navigation if the commercial shipping between the two countries starts in full swing.

Large and small cargo ships will not be able to operate on this river as there are at least 23 low and high bridges on the river. As a result, import and export of goods has to be done in small ships. The BIWTA has already taken up a project for dredging the river. They also have a project underway. The Water Development Board will work to protect the embankment of the river once it starts exporting by sea.

The distance between Bibirbazar land port and Gumti river waterway is 200 meters. Through this land port, Bangladeshi goods have been exported to the tune of Tk 92.47 crore in the 2018-19 fiscal year and revenue of BDT 73 lac has been collected on goods imported from India. Revenue will be further increased through import and export of goods by river.

The relationship between Bangladesh and India is set to reach another milestone with the first ever export consignment from Daudkandi reaching Tripura through inland waterways. This route is significant as it connects Tripura to the national waterways of India through Bangladesh for the first time.

If Bangladesh can create a better competitive scenario, then Bangladeshi exporters can grab a larger portion of exports using this waterway, but the government will have to incentivize the private sector for using and popularizing this route. Since riverways are more cost effective than roads or railway transportation, Bangladesh can explore many avenues if it can explore the river route properly.

Tripura to Kolkata Neval Route via Gomti River Cumilla



Tripura will be connected to the Indian mainland by using the Srimantapur International Port of Sonamura, India. The terminal of river port will be built temporarily at this land port. A high-level delegation of the Central Shipping Ministry took this decision after visiting the proposed river port area on December 2018. It will be expanded if require after launch of the river port.

To understand whether there is a need for digging somewhere in the Gomti River on the Bangladesh side. A technical team of the India’s waterways authority will visit Bangladesh next month. After this, the Gomti River in Tripura will be connected to the inter-domestic waterway protocol. Sonamura will be directly connected to Calcutta using the international waterway of Bangladesh.



Before the start of Agartala National Road the Gomti River was the Life line of Tripura and Asam. The economy of the capital of the state was depended on the Gumti River. After the transfer of the capital, the economy was reducing the importance of the river. It has been found that despite the development of roadways, airways and railways for the last hundred years, the quality of the river Gomti has been completely lost, it is evidently increasing.

The roads, railways and airways that are not always helpful in the economic development of the Tripura state, which are surrounded by three border lines. So, in the meantime, the state government of India has stepped up to run the 100 years old life line of Gomti River again.

On October 30, the Secretary of the Central Ship Ministry came to the state tour on the purpose of visit the Queen Barrez. News about his commitment to the port of Gomati river port given by the Minister of Banmandpur land port of Sonamura, published in the North East Caller published on that day and for that the Minister changed his tour schedule. He came to Shimantpur land port at Sonamura with the district magistrate and the subdivision of Sonamura. After visiting the place, he met with the Chief Minister of the state on the way to discuss the issue of river port.



State's Chief Minister Mr. Biplob Kumar Deb said that the State Government received positive response from Union Minister Nitin Gadkari about the matter related to Tripura. The Chief Minister also got a positive response here. The Indian Navy has taken quick steps to implement the project involving the Indian waterways by connecting Tripura by the river. A high-level delegation came to Sonamura, within two months of visiting the Shrimantapur International Port.

The visiting delegation visited the Gomati River in Shrimantapur International Port area. National Water Resources Department, State Flood Control Department, and the sub-divisional administration discussed the nature and the motion of Gomti.

While finding a land for the construction of a river port terminal, Durgapur has been provided with the main road, but the roadway has been blocked. Later, representatives from Durgapur to Sonamura Agartala proposed a road construction of a one and half kilometer long national standard road to Bhayakankar road. Due to the mosque, madrasa and house, the land of the river port was not found in Srimantpur. Later it was decided that the use of Srimantpur land port will be as intersection: Tripura will be added to the inter-domestic waterway.



The Sonamura river port will be opened with the permission of the customs department to use the wire house here. The head of the high-level delegation of the Central Ship Ministry, said that the Indian side along with Bangladesh has international agreements to use the country's waterways. It includes Guwahati and Karimganj with Kolkata. Now, the discussion involving Tripura Sonamura is with Bangladesh. Next month, a technical team will go to Bangladesh to see how the Gomati River is in the state.

If digging is needed, then the government of India will dig it. When the ships are coming to Sonamura? Rabindro Kumar Singh, joint director of the Central Ship Ministry (Internal Waterways) Division, could not say anything correctly. He said the inspection has just begun. Need to see the course of the river. The two countries will made a contract. Then Tripura will be connected with the Indian inter-domestic waterway.

Daudkandi | Homna | Ramkrishnapur Waterways


The government has taken initiative to carry out capital dredging of 50 km long Daudkandi - Homna - Ramkrishnapur waterways to keep up all the waterways inside Bangladesh active and running at all times. Hydrographic survey work has also been completed for the same.

According to the project, the consulting firm has completed the design work of the waterway. Dredging work has already been started. The engineers of the concerned dredging department said that after the completion of the dredging work, direct waterways will be launched from Daudkandi to Homna to Ramkrishnapur route and the overall communication system will also be improved.

Shipping Minister Mr. Shahjahan Khan has inaugurated the project at 8th October 2017 to ensure smooth and safe movement of goods and passenger vessels on the inland waterways. BIWTA Chairman Commodore M Mozammel Haque has presided over the stage held next to the park adjacent to Daudkandi Meghna-Gomti Bridge.


The Bangladesh Inland Water Transport Authority (BIWTA) is implementing capital dredging of Daudkandi, Homna and Ramkrishnapur waterways under river dredging project on 53 routes (24 routes to be completed in the first phase). The cost of the project has been estimated at BDT 44.79 crore. The work has started from July and the project will be completed in June 2019.

Engineers from BIWTA's dredging department said the country's 53 waterways would no longer be at risk if the project was implemented. 19 lac cubic meters will be dredged. Necessary lighted buoy, beacon lamp will be installed as marking of the waterway. The vessels will be able to operate at a depth of 4 meters draught throughout the year, said the concerned. The 50-kilometer waterway from Daudkandi Bridge to Ramkrishnapur via Homna will be dug 200 feet wide and 12 feet in deep. The Gumti, Meghna and Titas rivers are included in the waterways between Daudkandi, Homna and Ramkrishnapur.


According to BIWTA sources, under the conservation and excavation program of BIWTA, a plan has been taken to maintain the navigability of important ferries and waterways used for navigation as well as to carry out dredging activities in 53 waterways for a period of 9 years to improve the navigability of inland waterways of the country.

Under the plan, on January the ECNEC has approved a project titled Dredging on Madaripur - Charmuguria - Tekerhat - Gopalganj Waterway to increase the navigability of Madaripur - Charmuguria - Tekerhat - Gopalganj waterways on Arial Khan and Kumar rivers and implementation activities have been taken up. In addition, in the first phase, a project titled Capital Dredging in 53 Inland Waterways Capital Dredging (1st Phase 24 Waterways) and another project titled Dredging in 12 Important Waterways has been proposed for conducting capital dredging activities.

According to NEWS, a PEC meeting was held on August 22, 2010 at the Planning Commission on the DPP of the Capital Dredging (1st Phase 24 Waterways) project in 53 routes. The DPP was restructured by rescheduling the dredging tender as per the decision of the meeting.


The 24 naval routs proposed for dredging in the first phase are:

  • Gashiakhali - Barisal - Kaliganj - Chandpur - Aricha route
  • Bhairab Bazar - Lipsa - Chatak - Sylhet route

  • Chitri - Nabinagar - Kutibazar route
  • Narsingdi - Katiadi Waterway
  • Narsingdi - Marichakandi - Selimganj - Banjarampur - Homna Naval route
  • Daudkandi - Homna route
  • Jhalkathi - Patharghata waterway
  • Khulna - Gazirhat - Manikda waterway
  • Nandibazar - Madaripur waterway
  • Dilalpur - Gouradighar - Chamraghat - Nilkiatpara - Netrokona waterway

  • Chandpur - Nandirbazar - Shikarpur - Hularhat route
  • Hularhat - Charchapali - Gopalganj waterway
  • Narayanganj - daudkandi waterway
  • Sureshwar - Angaria – Madaripur waterway

 

In this context, the Shipping Minister Shahjahan Khan said that many rivers of the country had lost their navigability, since the Awami League government came to power, the navigability of rivers has been restored and excavation work has accelerated. The government has purchased 14 dredgers from 2009 to 2013.

He said work is underway to buy 20 more dredgers from 2014 to 2019. In addition, 50 more dredgers have been collected privately. River dredging is going on with these dredgers. So far 1,380 km of waterways have been excavated. Three excavators have been procured for river dredging and eviction of illegal installations, while six more excavators are in the process of being procured, the minister said.
