Cumilla City Corporation Development Project | BDT 1538 Crore Budget


Cumilla City Corporation's integrated infrastructure development project has been approved at a maximum cost of Tk 1,538 crore in the history of Comilla. The project was approved at the ECNEC meeting held at the NEC conference room in the capital's Sher-e-Bangla Nagar on Tuesday (6th December, 2021). The meeting was chaired by Prime Minister Sheikh Hasina. After the meeting, the Planning Minister MA Mannan told the reporters.

After passing such a big budget project, Local Government and Rural Development Minister Tajul Islam said in a response, "I wanted to do a big project with Comilla city." I wanted to see my favorite city beautiful. I am getting peace of mind after passing such a big project. After becoming a minister, I was able to do something for Comilla.


The project worth Tk. 1538 crore was approved after various screenings. It is learned that the integrated infrastructure development project of Comilla City Corporation includes construction of new roads, new building of City Corporation, regional office, several public toilets, beautification of several ponds, and walkway along the Gomti River.

Comilla city dwellers have expressed their excitement through social media as they have approved the biggest development project in the history of Comilla on the golden jubilee of independence and Mujib centenary. According to Cumilla City Corporation sources, the main objectives of the project are to reduce water logging, traffic congestion, and development of roads and beautification of the city.


The project will develop a 13-storey, state-of-the-art city corporation building, two 6-storey Sebok Colony and regional offices in the Cumilla City Corporation. Some area of the city will be transformed as like Hatirjheel in Dhaka city by developing various ponds of the city including the old Gumti river area and Comilla city will go one step further through visual bridges, river governance, drain construction, modernization of roads and lighting.

Besides, 146 cemeteries will be developed in the city, 305 km of roads will be constructed, 203 km of drains will be constructed, 13 km of footpaths will be constructed, 7 modern public toilets, one truck terminal and one bus terminal will be constructed.

Under the direction of Hon'ble Minister of Local Government, Rural Development and Cooperatives Md. Tajul Islam, the mayor, engineers and officials of Cumilla City Corporation have been working on this large project for the last one year for the development of the city. The project was approved on 6 December. Through this project the dream of building a modern Comilla city will be realized.


A total of 10 projects were presented at the meeting of the Executive Committee of the National Economic Council (ECNEC). The meeting approved 10 projects. 10 important projects including revised model mosque have been approved. The total cost of the project has been estimated at Tk 7,447.07 crore. Of this, Tk 3,682 crore will be spent from government funding. The cost of the model mosque project is increasing by Tk 713 crore.

The cost of the project titled 'Establishment of 560 Model Mosques and Islamic Cultural Centers in districts and upazilas each' is increasing by Taka 713 crore. Although all the work was supposed to be completed by 2020, only 50 model mosques were inaugurated recently. The cost of the original approved project was Tk 9,062.41 crore.


After that, in the first amendment approved, the expenditure was estimated at Tk 8,722 crore. This time the proposed second revised total expenditure has been proposed at Tk 9,435.62 crore. As a result, the project cost is increasing by Tk 713 crore.

Project amendments are proposed for various reasons. Some sectors such as salaries of officers, electricity, fax, internet, registration fees, petrol, lubricants, gas and fuel, other aesthetics, repair and maintenance of motor vehicles, office equipment, and construction cost of buildings are on the rise.

Also entertainment expenses, use of contract vehicles, bank charges, gross salary, courier, travel expenses, outsourcing, labor wages, recruitment test, printing and binding, other aesthetics (public works), design and drawing (public works), furniture repair and storage, computer Repair and maintenance work is included. Increasing costs and time is mainly due to the inclusion of office equipment repair and maintenance, other equipment repair and maintenance, interior decoration work.

Besides, the expenditure on ICT infrastructure, human resources and technology skills project of the Jatiya Sangsad Secretariat was increased by Tk 13.84 crore. ECNEC's new project 'Digital Government and Economic Enrichment' was presented at the ECNEC meeting. The total proposed cost of the project is estimated at Tk 2,541 crore. The 'Irrigation Infrastructure Rehabilitation' project will cost Tk 322 crore.


The proposed cost of the 'Climate Smart Agriculture and Water Management' project is Tk 1,182 crore. The cost of the rural infrastructure development project in the greater Noakhali district has been estimated at Tk 313 crore. A new route will be dug from Mongla via Chandpur-Mawa-Goaland to Pakshi Rooppur Nuclear Power Plant. The total distance of the waterway is 460 kilometers. Expenditure on waterway excavation is increasing by another Tk 334 crore. The depth of this route will be increased for transporting heavy goods of nuclear power plants.

Ships with a draft of 5 meters (depth of the submarine) will be excavated mainly for landing at the jetty. Besides, the proposed cost of establishing Chittagong and Rajshahi Sports Schools project under Bangladesh Sports Education Institute is Tk 31.86 crore.

Golden Fiber | Jute Cultivation in Cumilla is Increasing


The production of golden fiber jute in Brahmanpara upazila of Cumilla district has been as expected this season. As a result, farmers are optimistic about getting a fair price. There is a smile on their faces. Farmers are weaving new dreams in jute cultivation.

Jute cultivation is increasing every year across the country. At one time jute was cultivated on a large scale but for some past years the farmers had refrained from cultivating jute for various reasons. Many believe that the rise in the value of polythene and its use has led to a decline in the use of jute products. Currently, the demand for jute is increasing due to the official ban on the use of polythene. Jute is currently being sold at a price of Tk 2,000 to Tk 2,500 per quintal. 

According to the Brahmanpara Upazila Agriculture Office, jute has been cultivated in 1,000 hectares of land in Brahmanpara upazila this season. The freshness of the jute plant has increased as there is no infestation of insects and spiders in the jute and occasional rain water. Farmers are already busy cutting jute on some lands and conserving fiber.


They said that so far jute cultivation has been good. It costs about seven to eight thousand Taka to cultivate jute on one Bigha of land. Farmers will be able to get more financial benefit if the market price of jute remains good.

A farmer from Charipara village in Chandla union of the upazila, said he is cultivating jute on four Bighas of land this time. The condition of jute is as good as expected. Another farmer said of the same area has sown jute in four Bighas and another one in three Bighas. They said that since the sowing, the appearance of the plant has been in good condition day by day. They said that after cutting the jute, if they get enough water to wake up, there will be no such problems. Farmers are hoping that jute will produce eight to twelve quintal per bigha.


The Upazila Agriculture Officer Mahbubul Hasan said, "Once the farmers turned away from jute cultivation which is associated with the tradition of the Bengali nation, but day by day the farmers of Brahmanpara upazila are inclined to cultivate jute again." The present government is also providing overall support to the farmers for jute cultivation.

BINA-21 Paddy Cultivation | Farmers of Cumilla are Happy


This new variety of rice (BINA-21) cultivation is less time consuming with less cost. It can survive long droughts. The yield is also doubled. Farmers are getting success in BINA-21 cultivation without Bangladesh Institute of Nuclear Agriculture (BINA).

Recently, Dr. Mohammad Ashiqur Rahman, Senior Scientific Officer and Acting Officer of BINA Comilla Sub-Center, Fahmina Yasmin, Senior Scientific Officer (Department of Plant Breeding) and Scientific Officer Agronomist Mohammad Jewel Sarkar visited the cultivation field. In the field inspection, they saw that the farmer got 5.5 tons of paddies per hectare of land by cultivating BINA-21. In this auspicious season, by cultivating other variety of paddy, they get 3 tons of per hectare. The main season of the crop is yielding like BORO variety.

According to sources, this BINA Dhan-21 was invented from the Neriko-10 variety of rice in Africa. Neriko yields would have been lower. Director General of BINA, Mr. Mirza Mofazzal Islam researched and increased its yield. The height of that variety rice plants was more or less. They are made equal. The size of the paddy is thinned. For the first time without BINA-21, experimental cultivation has been done in 50 hectares of land in Comilla field. It has yielded good yields. It is hoped that in the coming Aush season, the cultivation of BINA Dhan-21 will increase in Cumilla region.


Some farmers of Daya Rampur village in Burichang upazila and from Rampur village in Cumilla Sadar upazila who are cultivating this variety said that they have cultivated BINA Dhan-21 for the first time. At first there was tension over the yield. But there was good yield for the first time. They said that they will cultivate this paddy in more lands in future. Other farmers are also interested in cultivating this variety.

Fahmina Yasmin, Senior Scientific Officer (Department of Plant Breeding) said that the people of Cumilla are amateurs. They like to eat thin rice. Rice from the BINA-21 is also thin. Due to this the farmers will get good profit in this paddy cultivation. Besides, this rice can survive for 20 days without water and will remain silent for 20 days. If it gets water, it will grow again. Dr. Mohammad Ashiqur Rahman, Senior Scientific Officer and Acting Officer said that many lands are lying vacant during the Aush season. Many farmers do not want to cultivate paddy in this season because of low yield.


In other paddy cultivation, the previous yield per hectare was 3 and a quarter tons. Farmers are getting 5 and half tons of paddies per hectare with BINA Dhan-21 cultivation. Besides, due to short life span of paddy, it is possible to grow four crops in one land. Meanwhile, there is no other cost including irrigation in this paddy cultivation.

Director General of BINA, Mirza Mofazzal Islam said that this Bina Dhan-21 was invented from the Neriko-10 variety of rice in Africa. The Neriko yields would have been lower. So the interest of the farmers was less. Yield is increased by applying gamma rays. The height of the plant is equaled to less and more. The size of coarse paddy is thinned. So the interest of farmers in this paddy cultivation has increased. It is hoped that in the coming Aush season all the high lands will be laughed at with BINA-21. The country's food production will be increasing.

Comilla to be Developed as Tourism Hub


On the occasion of the golden jubilee of independence, the birth centenary of Bangabandhu Sheikh Mujibor Rahman, an exhibition of photographs of the archeological sites of Comilla region has been inaugurated on 25 March. The Deputy Commissioner of Cumilla, Mohammad Kamrul Hasan inaugurated the exhibition.


Speaking as the chief guest, Deputy Commissioner Mohammad Kamrul Hasan said, “I have had the opportunity to work in the Department of Archeology. I have traveled to many countries. Comilla was once the capital of education. Shalban Bihar was built at that time. Comilla will be developed as a hub of tourism. Whatever cooperation is required, I will work in consultation with the Minister”.

The deputy commissioner further said, "I have made a proposal to the minister." Dr. Akhtar Hamid Khan's House, Rani's cottage will be set up as a city museum and Sachin Dev Varman's house as a memorial museum in the city. Tickets will be introduced in both.


Special guests on the occasion were Shawkat Osman, Deputy Director, Local Government, Comilla; Mohammad Sadequzzaman, Former Chairman, Department of Archeology, Comilla University. The ceremony was presided over by the Regional Director of the Department of Archeology, Chittagong and Sylhet, Md. Ataur Rahman. UNO of Sadar Dakshin Comilla Shubhashis Ghosh, Custodian of Mainamati Museum and Shalban Bihar Hasibul Hasan Sumi and others were present on the occasion.

Some Famous Historical Tourist Spots in Cumilla:

  • They are a series of hillocks, where the Northern part is called Moinamoti and the Southern part is called Lalmai.
  • Shalbon Bihar is in the Middle of Lalmai and Moinamoti, which was established in the 8th century by the King Buddadev.
  • Kotila Mura situated on a flattened hillock, about 5 km north of Shalban Vihara inside the Comilla Cantonment is a picturesque Buddhist establishment.
  • Charpatra Mura is an isolated small oblong shrine situated about 2.5 km north-west of kotila Mura stupas.
  • There is also a Moinamoti museum where one can find the historical things found in Lalmai & Moinamoti of the 7th & 8th centuries.
  • Shalbon Bihar was the royal palace for the early Buddhist Students. Students from various places come here for their Meditation and Religious learning. It’s such a quiet place inside a barren forest.
  • About 2 km North of Shalbon Bihar there is another monastery called Ananda Vihara or Anondo Bihar.

Rammala Library and Mahesh Chandra Bhattacharya


Founder of the famous Cumilla Rammala Library was the Donator Mahesh Chandra Bhattacharya. After its founding, Dr Rashmohan Chakravarty and Mahesh Chandra Bhattacharya himself worked to expand its holdings. Today, the name of the Comilla Rammala Library is also being pronounced on the back of tradition. In the year 1912, a Sanskrit library was established in the meeting room of Mahesh Chandra Bhattacharya’s house in Comilla.

Mahesh Chandra Bhattacharya, a scholar, philanthropist and descendant of Bengal. Mahesh Chandra Bhattacharya is one of those who have worked tirelessly for the good of the country and the people in the pursuit of great purpose in human life. He has become well-established in life from the poorest of the poor, relying on hard work honesty, perseverance, self-confidence and noble ideals. He didn’t have the opportunity to study for severe poverty, later he made money.


This great human of Comilla (former Tripura), was born in the village of Bitghar under Nabinagar upazila of Brahmanbaria district. His father Ishwar das was a self literate person and his mother Rammala Devi Devya was a devout woman. The Rammala Library in Cumilla city is one of his immortal works. In the name of the founder's mother, the ‘Rammala’ established to facilitate the research work for the wise and the knowledgeable in the region. The institute is playing a major role for the welfare of the poor students of the researchers of sub-urban area.

According to an agreement with the Dhaka University, about 2,500 booklets (Puthi) of Rammala have been microfilmed. This was a pretty good initiative. Many researchers from across the country and abroad came to read Rammala's booklet for research and other purposes. The contribution of the Rammala Library is immense in the education and culture of Bangladesh. For researchers and explorers, the Rammala Library is favorite of all.

Apart from this lots of the scriptures of different religions are preserved in this library, so that it can play a vital role in creating a biography for the ordinary readers. In the booklet section there are ancient cultures and Bengali books. No fee or money is needed for readers. Any reader and researcher can study in this library. It is open for all.


The main Rammala Library building was constructed at Shakatla (now opposite of the Comilla Education Board) in Cumilla city. The establishment of the Rammala Library in a magnificent building in 1953 was a great event in this area. In the name of his mother the Ramlala Library was established in the year 1912, and later in the name of his father, Comilla Ishwar Pathshala was established. The Devalaya was founded in the 1917. A Primary School and Nibedita Girls Student Hostel was established in 1919. The Nat Mandir was established in 1925. In the year 1926, the students of Rammala hostel welcomed the famous poet Guru Rabindranath Tagore. Researchers also came from British Library of the subcontinent at the traditional Rammala Library.







The research section contains various books on Islam, Buddhism, Christianity and other religions and philosophy. Apart from this there are books of history, Bangla literature etc. The general section contains books and periodicals, including biographies, history, travel books, novels, etc., which are suitable for the general readers including students. The booklet section contains ancient scriptures and traditional manuscript books on traditional religion and philosophy. The manuscript was collected from various area of ​​the country for money.

Knowledge is the power in human life. Ignorance is the root of all suffering. So the library plays a very important role in gaining knowledge.

Master Plan of Cumilla University | Mega Development Project


At last the press briefing about the long awaited budget for the Comilla University has been announced in the campus. The mega development budget is of BDT 1650 Crore. The development project of CUC has been approved recently by the Government of Bangladesh. A documentary about the master plan of Cumilla University about various aspects has been displayed in this briefing on 24th October, 2018. The briefings were announced in presence of the Vice Chancellor Professor Dr. Emran Kabir Chowdhury and Registrar of the Cumilla University Dr. Md. Abu Taher in room number 401 of administration building. Other departmental heads and teachers we also present in the briefing.

On 23rd October, 2018 in the ECNEC (Executive Committee of the National Economic Council) meeting Prime Minister of Bangladesh ‘Sheik Hasina’ has approved total 21 projects worth of BDT 19,778.73 Core. The Infrastructure and other development budget for Cumilla University campus worth of BDT 1650 Crore has been approved in this ECNEC meeting.

VC Professor Dr. Emran Kabir Chowdhury said that there is enough facilities will be present in this project. Various facilities for Students, Teachers, Staffs and workers will be building with this development fund. He also said that Comilla University will have full residential facility for all students and they will not increase the number of students right now.



The campus won’t be shift or move to anywhere else; it will be in Kotbari at present area. The area of the campus will be expanded. This will be a modern university campus of all the facilities including Study, Research, Accommodation, Transportation, Recreation etc. The budget is especially for infrastructure developments and land acquisition for the campus.



The Comilla University (CUC) was established in 2006 as the 26th public sector University of Bangladesh which has at last become a milestone in the history of higher education in Bangladesh. The campus is set beside the ancient Shalban Bihar, one of the world’s remarkable Bihar and historical place at Kotbari, Comilla.

At present the University has six faculties including Faculty of Science, Arts and Humanities, Social Science, Business Studies, Engineering and Law faculty.
