The Historic Journey of Padma Bridge Inauguration

Padma Bridge is a multi-purpose road and railway bridge built over the Padma River in Bangladesh. Through this, Shariatpur and Madaripur districts were connected with the Louhajang of Munshiganj. The inauguration date of Padma Bridge has been fixed on June 25, 2022. The two-tiered steel and concrete truss bridge has a four-lane road at the top and a single rail track at the bottom. The main infrastructure is constructed in the Padma-Brahmaputra-Meghna river basin with 42 pillars and 41 spans of 150 m length. The length of the bridge is 6.15 km and the width is 18.10 m.

Construction history:

On September 16, 1998, a proposal was made for the construction of a bridge over the Padma River on the Dhaka-Mawa-Bhanga-Khulna Highway at a cost of Tk 3,643.50 crore to establish a direct link between the capital and the south and south-west of the country. The 5 km long and 18.10 m wide bridge was considered to be the longest bridge in the country. Construction was proposed to begin in July 1999 and be completed in June 2004. It was planned to provide the proposed amount of Tk 2,693.50 crore from foreign sources and Tk 750 crore from national sources.

In the 2006-2007 Annual Development Program, the Government of Bangladesh adopted a plan to build the Padma Multipurpose Bridge. The World Bank withdrew its pledge in 2008-09 after allegations of corruption by some people involved in project preparation, and other donors followed the same. In this incident, the then Communications Minister Syed Abul Hossain was removed from the cabinet and Secretary Mosharraf Hossain Bhuiyan was sent to jail. The case was later dropped by a Canadian court for lack of evidence. Allegations of corruption were later refuted in court. Later, the project was decided to be funded by the Bangladesh government from its own resources.

Construction of the multi-purpose socio-economic development project 'Padma Multipurpose Bridge' on the Padma River, designed by AECOM, was scheduled to begin in 2011 and be completed in 2013. The original project was planned by the former caretaker government on August 26, 2006. At that time the Padma Bridge project worth Tk 10,161 crore was passed. Later, the Awami League government came and connected the railway and on January 11, 2011 revised the cost of the bridge in the first phase. At that time the cost was estimated at Tk 20,507 crore. The cost of the Padma Bridge was further increased by Tk 8,000 crore. As a result, the total cost of the Padma Bridge was Tk 28,793 crore. The Bangladesh Bridge Authority called for pre-qualification tenders for the project in April 2010. According to the first plan, construction of the bridge was scheduled to begin in early 2011 and major works were to be completed by 2013. According to the plan, the project will cover three districts - Munshiganj (Mawa point), Shariatpur and Madaripur (Zajira point). The total land required and acquired for this is 918 hectares of land.

Design:

The complete design of the Padma Multipurpose Bridge was formed by a team of international and national consultants led by AECOM. An international panel of experts was formed on the Jamuna Multipurpose Bridge Project, the first major bridge project in Bangladesh. Professor Jamilur Reza Chowdhury was appointed chairman of the 11-member expert panel. The panel provides expert advice to project officers, design consultants and development partners on the design and implementation of the bridge.

Action plan:

The physical work of Padma Bridge is basically divided into five packages namely- (a) Main Bridge, (b) River Governance, (c) Road connecting Jazira, (d) Toll Plaza etc. Mawa connecting roads, toll plazas etc. and Mawa and Jajira service areas. The design consulting firm engaged in the project, was responsible for preparing the pre-qualification rate documents for the recruitment of physical works contractors, evaluating the tender documents after inviting tenders, and assisting the tender committee in all related works. An international panel of experts had overseen the work of the design consulting firm. Tender evaluation committee was formed for various packages of physical work. The director of the Padma Multipurpose Bridge Project was the chairman of the technical evaluation committee.

Piling problems:

In the beginning, the engineers and experts who built the bridge had to find the soil at the bottom of the river Padma. Normal soil was not found at the bottom. The problem was seen after the piling work of the bridge started. Engineers try to build pillars by creating new soils instead of artificial ones at the bottom of the river. The Padma Bridge was built in this manner called screen grouting. In this process, the strength of the soil is increased by sending chemicals to the bottom of the river through a hole in the pipe from above. Then pillars were built on that ground. In this method small steel pipes are welded with piles. A type of chemical is sent through the pipe to the soil at the bottom of the river. Under the influence of chemicals, the soil at the bottom becomes hard. At some point that soil becomes able to carry the load of the pile. Then there is no obstacle to put the pile.

Construction cost:

The total cost for the construction of the Padma Bridge was Tk 30,193.39 crore. These costs include construction of bridge infrastructure, river governance, connecting roads, land acquisition, rehabilitation and environment, salaries and allowances, etc. According to the agreement of the bridge department with the finance department of Bangladesh, the government gave a loan of Tk 29,893 crore for the construction of the bridge. The bridge authority will pay it at the rate of 1 percent interest within 35 years.

Gradual increase:

In 2005, the initial estimate for the construction of the Padma Bridge was Rs 12,000 crore. At a meeting of the Executive Committee of the National Economic Council, the then Prime Minister Khaleda Zia suggested limiting the total construction cost to Tk 10,000 crore in terms of construction cost of other comparable bridges in the world. During the caretaker government in August 2007, the ECNEC meeting approved the final estimate of Rs 10,161 crore for the Padma Bridge.

Construction schedule:

Major Bridge Engineering Corporation of China was hired for the main bridge. Sinohydro Corporation of China works on river governance. Abdul Monem Limited of Bangladesh was awarded the contract for construction of two connecting roads and infrastructure. The main construction work started in October 2017. After a long wait on September 30, the first span was placed on the pillars of the Padma Bridge. The span was installed with the help of floating cranes on pillars 37th and 38th at Jajira end of Shariatpur. On 10 December 2020, the entire Padma Bridge became visible by placing the 41st span on the 12th and 13th pillars of the Padma Bridge. The last road slab was laid on 23rd August, 2021. From June 4 to June 10 in the year 2022, the test of 415 lights of the bridge was completed step by step. On June 14, all the lights were lit at once. Sheikh Hasina will inaugurate the bridge on June 25.

Contracting Agency:

On 16 June 2014, a formal agreement was signed between the Government of Bangladesh and China Major Bridge Company for the construction of the Padma Bridge. As the lowest bidder, the Chinese company was given the responsibility of constructing the Padma Bridge. When the first tender for the construction of the Padma Bridge was called in 2010, 40 companies took part in it to get pre-qualification. Five of these companies were selected under the supervision of the World Bank, JICA and ADB. A company was later dropped due to World Bank objections. Only this Chinese company submits financial proposals when called for financial proposals. The company is a subsidiary of China Railway Group Limited.

In April 2022, under the Bridges Division, Korea Expressway Corporation and China Major Bridge Engineering Company Limited were appointed by the Bangladesh Bridge Authority to maintain and collect tolls on the Padma Multipurpose Bridge.

Toll:

On 28 April 2022, the Ministry of Bridges proposed a toll rate for the Padma Bridge and sent it to Prime Minister Sheikh Hasina for approval. On May 17, the Ministry of Road Transport and Bridges issued a notification fixing different toll rates for different transports.

Economic importance:

The Mawa-Jajira point of the Padma Multipurpose Bridge connects the south-western part with the center of Bangladesh through a specific route. This bridge will significantly contribute to the social, economic and industrial development of the relatively underdeveloped region. The project will directly benefit more than 30 million people in an area of about 44,000 sq km (17,000 sq mile) or 29% of the total area of Bangladesh. As a result, the project is being considered as a very important infrastructure for the country's transport network and regional economic development. The bridge will have future rail, gas, power lines and fiber optic cable expansion. If this bridge is built, the GDP of Bangladesh will increase up to 1.2 percent.

Third Terminal at Shahjalal International Airport Dhaka

The airport welcomes the glitter of modern facilities as soon as you land in Thailand, Singapore or any other country in Europe. After immigration, luggage can be easily taken to the destination by car or metro. The construction of the third terminal of Hazrat Shahjalal International Airport is in full swing to alleviate the long-standing regret of not getting such facilities at any airport in Bangladesh.

With the opening of the new terminal, the passenger capacity of this Shahjalal International Airport in Dhaka will increase from 8 million to 20 million annually. Under the same project, a new Cargo Village is being constructed for the management of import-export goods. Then the cargo capacity of the airport will increase from 2 lac tonnes to 5 lac tonnes.

The country's top businessmen believe that the completion of this mega project worth Tk 21,399 crore will open the door to new possibilities in trade and commerce. Like them, the country's economy is growing in the face of many challenges. Imports and exports are increasing. Domestic and foreign investment is being made. In such a context, the launch of a new terminal with modern facilities will speed up the diversification of trade and commerce.

Passenger transport through Hazrat Shahjalal International Airport will triple in the next 10 years. Cargo will increase. Therefore, if the third terminal is opened, there will be temporary benefits in the transportation of passengers and goods. Many foreign passengers and cargo airlines wanted to come to the country.

In 2014, Bangladesh Private Aviation Authority appointed an international consulting firm to prepare a master plan for Hazrat Shahjalal International Airport to prepare for the future. The company updated the airport's master plan until 2035, as well as the design of other infrastructure, including the construction of a third terminal.

The benefits of modernization of the airport will definitely bring a positive impact on trade and commerce. However, it is important to ensure modern facilities as well as improved services. If an investor from abroad sees a long line at immigration as soon as he gets off the plane, he will be discouraged. The regulatory body of developed countries does not operate airports. Because, there is no accountability in it. Foreign skilled management companies need to be hired through tenders to operate the new terminal.

There will be a Metrorail station beneath the new under construction third terminal of Shahjalal International Airport. There will also be expressway and BRT connections. As a result, the transportation to and from the airport will be more multidimensional than at present. Apart from that, there are five and three star hotels next to the airport. Shopping mall is also being built with private investment.

A new Cargo Village is being built as part of the airport expansion. The area of this cargo village is 63 thousand square feet. It is several times larger than the current Cargo Village. There will be Import and Export Cargo Village in two separate four-storey buildings. In both cases there will be modern equipment in product management.

If the third terminal of the airport and the Cargo Village are built, the movement of goods by air will increase. Because, there will be modern facilities in Terminal and Cargo Village. The product will not store for long time. It will be possible to unload the product quickly.

Every day vegetables and fruits are exported to different countries of the Middle East and Europe through the airport. The export process would be easier if the new terminal was opened. Cargo handling would not be as manual as it is now when the third terminal opens. The whole process will take less time as it is automated without touching the hand. In addition, there will be air-conditioned warehouses for perishable goods. If that is the case, the product will not be spoiled. At present, the quality of vegetables and fruits deteriorates after falling out for 8-10 hours before boarding.

The construction work is progressing faster than anticipated. The project will be visible from the outside within December this year. The third terminal of Hazrat Shahjalal International Airport designed by renowned world famous architect Rohani Baharin, will match the world’s most modern airports. Rohani is famous for her works with Singapore Changi Airport’s Terminal 3, Wuhan Tianhe International Airport’s Terminal 2, Guangzhou Baiyun New International Airport, Sardar Vallabhbhai Patel International Airport, Islamabad International Airport, Can Tho International Airport and Phu Quoc International Airport.

Matarbari Power Plant Raising its Head

Matarbari Power Plant is raising its Head

The whole Matarbari area has changed; The Matarbari power plant is raising its head, the jetty is being prepared. The Panama-flagged Venus Triumph first landed on the jetty for the Matarbari power plant on December 2020. It brought construction materials for the coal power plant. Even four years ago, only salt cultivation could be seen on Matarbari area in Cox's Bazar district. The days have changed and now there are turbines and chimneys peeking out.

Gradually the construction work began to take the shape of a power plant. And plans to build a deep sea port in the far deep sea have also begun to materialize. The work of building a jetty on the shore has already progressed a lot, and ships have also crowded. Intensive day and night work centered on these construction works at Matarbari Power Plant in Maheshkhali Upazila has already radically changed the landscape of this coastal region.

Many in the private sector, including government policy makers, hope that the island in the south of the country will change as it changes its own economy. On the way there, you can see from a distance all the huge cranes standing with their heads up. Thousands of local and foreign workers are working on this huge construction project with cranes and various heavy equipments.

The government's power department is building a 1,200-megawatt coal based power plant with two units of 600 megawatts each at a cost of about BDT 36,000 crore. Work is also underway to build a deep-sea port for coal imports. Initially, the port was for Matarbari power plants, but according to the plan, it is going to be the first deep sea port in the country. Besides, Matarbari will also be developed as a hub for power and industrial production and fuel import. Several government ministries will implement around 68 numbers of projects there step by step.

In addition to terminals for power generation and gas imports, projects for construction of special economic zones and container terminals have been undertaken. State Minister for Power, Energy and Mineral Resources Nasrul Hamid Bipu told, “A big energy security zone is being built around Matarbari in Bangladesh. Matarbari is going to play an important role in the positive change of the economy of Bangladesh.” He said $ 10 billion would be invested in various projects in Matarbari, adding that it would increase employment in the country. With the increase in industrial production, there will be an increase in GDP.

To protect the entire project area, including the Matarbari power plant, from natural disasters, thousands of bighas of land have been filled with sand and soil and raised a few meters above the sea level. In addition to the power plant, thousands of local and foreign workers are spending their time in the construction work including the jetty. Abul Kalam Azad, director of the Matarbari coal power plant project, said "About 56 percent of the project work has been completed. I hope that the first unit of the power plant will come into production in January 2024 and the second unit in July. Now the work of the power plant is going on. Everything needed for the power plant including boilers, turbines, chimneys is in progress. Dams have been built all around.” He said the work of the 14.3 km long naval channel, which is 18 and a half meters deep, has already been completed for the deep sea port. However, the naval channel has been widened from 350 meters to 250 meters. The rest is ongoing.

The Bangladesh government, in collaboration with Japan International Cooperation Agency (JICA), took initiative to set up the power plant on 1,414 acres of land in Matarbari and Dhalghata Union of Maheshkhali. Work started in 2018 beyond the planning stage. All parties, including government policy makers, have long spoken of the need for a deep-sea port in Bangladesh for the growing import-export trade. Although the present government has given priority to the construction of a deep sea port at Sonadia in Maheshkhali, no progress has been made so far.

In such a context, the government initially mentioned a port for the coal-based Matarbari power plant, but later it turned into a commercial port. When the construction work of this port is completed, ships with a capacity of 80 thousand MT will be able to dock in this port with a channel of 59 feet depth. A press release from Toshiba Corporation of Japan, one of Matarbari power plant contractors for the project, said earlier that the deep-sea port to be built with Japan's state-of-the-art Matarbari power plant would be similar to Japan's Kashima port.

Two jetties will now be used for coal power plants at this deep sea port. In addition, a dozen more jetties will be used for other commercial purposes. Project Director said, “Two jetties are already ready, one for coal, the other for oil. Once the channel is ready, the shipping ministry will build six jetties first and six more later."

In August 2015, the government approved a project worth Tk 36,000 crore to build a coal power plant at Matarbari. According to the working paper of the project approved by the Executive Committee of the National Economic Council, ECNEC, JICA will provide Rs 29,000 crore for the Matarbari power plant project. Then, on 27 July, 2017, the government's Coal Power Generation Company signed an agreement with the Japanese consortium Sumitomo Corporation, Toshiba Corporation and IHI Corporation to build a 1,200-megawatt power plant and deep-sea port there.

Chattogram | The Commercial Capital of Bangladesh

Bangabandhu Industrial City (Shilpa Nagari) is being built on about 30,000 acres of land in Mirsarai, Chittagong (Chattogram). The country's first tunnel is being built beneath the Karnafuli River. There will be two Chinese economic zones in Anwara upazila. Construction work is going on to build an aesthetically elevated expressway. Bay-Terminal and Patenga Container Terminal (PTC) are being built on the seashore for the future economic prosperity. City Outer Ring Road has been constructed. The train will go to Cox's Bazar from Chittagong. Four mega projects to alleviate water logging problems in the city. Four flyovers have been helpful in reducing traffic congestion. The commercial capital Bangladesh Chittagong is changing rapidly for some economic and communication development project. This development is adding new dimensions to economic prosperity of the country where Chittagong is one of the charioteers in this progress.

The largest seaport of the country is in Chattogram. It is the second largest commercial city in the country. Chittagong is called the queen of the east, it is one of the main centers of trade and commerce in the country. The largest shipyard in the subcontinent is at Chittagong. 93 percent of import and export goods are transported through the Chattogram port. Around 65% of the Government Revenue is collected through Chittagong Port and Custom House. Chittagong is also unique in terms of geographical location. As a result, businessmen and economists think that the development of Chittagong means the development of the country. The Bangabandhu Tunnel, Marine Drive and Bangabandhu Industrial City - all three projects are related to the national economy. Cox's Bazar can be reached from Dhaka via Shilpnagar - Marine Drive - Karnafuli Tunnel. If the communication system is enriched, new industries will be formed and new employment opportunity will be created. After implementing these projects, it will be a business corridor. Then Chittagong will be like Singapore.

All of these mega projects will play a big role in the development of Bangladesh. National connectivity will increase. In the future, domestic and foreign investment will be attracted in the industrial cities. There will be a radical change in Chittagong. Fortunately for Chittagong, there is an international port here. Previously, industrial and communication infrastructure was not created. However, the present government is implementing some development projects on priority basis. When these works are completed, not only Chittagong but the country will get huge benefits. Chittagong will get a new title in the development. The projects under implementation are undoubtedly commendable. However, the faster these are implemented, the better for the country and the business community. Every project is very important, the national economy is directly involved with each project.

Bangabandhu Industrial City (Shilpa Nagari):

Asia's largest Bangabandhu Industrial City is being developed in Mirsarai, Sitakunda Upazila of Chittagong under the initiative of Bangladesh Economic Zone Authority (BEZA). Meanwhile, the construction of factories of 13 industrial establishments in this zone is at the final stage. There will be various services including industries, housing, health, tourism facilities, entertainment etc. Gas, Electricity and Water connections have been provided in the industrial city. There will be a port for loading and unloading goods. A four-lane road named 'Prime Minister Sheikh Hasina Sarani' has been connected to the Dhaka-Chittagong highway. In the future it will be upgraded to eight lanes. A high dam has been built to protect the industrial city from the sea water. There is a new 'Sheikh Hasina Sarobar' on 100 acres of land. There will be aesthetic tourist centers, scenic fountains. International standard five star hotels and resorts will be built on 112 acres of land. BGMEA Garments Palli will be on 500 acres of land. 25 separate zones will be implemented. In order to travel in the project area, internal roads including 10 km four lane connecting road have been constructed through Dhaka-Chittagong highway. If the project is implemented, 15 to 20 lac people will be employed by 2030.

Bangabandhu Tunnel:

The country's first 'Bangabandhu Sheikh Mujibur Rahman Tunnel' is being constructed beneath the Karnafuli River in Chittagong. The progress of the construction work is already 75 percent. The construction work is going on with the plan to complete it by December 2022. The tunnel will start from the side of Patenga Naval Academy in Chittagong city and connect between KAFCO and CUFL border on the south bank of the river. Through this, the 'One City Two Town' system will be developed in the style of Shanghai. Bangabandhu Tunnel is being implemented through Bangladesh Bridge Authority in the manner of Government of Bangladesh and China (G2G). On 24 February 2019, the Prime Minister inaugurated the construction of the tunnel. The total cost of the project is 10,374.42 crore BDT. There will be a total of 5.35 km connecting road at both ends of the river with the main tunnel. There is a 727 meter long flyover in Anwara section. Work on the first tube, which started from the Patenga outskirts of the city, was completed on August 2020. Work of the second tube from the Anwara edge began in December 2020. Work is also underway on the connecting road of Patenga and Anwara sections of the tunnel and over bridge in Anwara section. If the tunnel is implemented, South Chittagong will change. Communication with Cox's Bazar will be easier. Industrial zones and factories will be built.

Chattogram Elevated Expressway:

The Chittagong Development Authority (CDA) is implementing an Elevated Expressway from Lalkhan Bazar to Shah Amanat Airport. About 60 percent of the work has already been completed. Work is underway to complete it by 2023. The project costing Tk 3,250.83 crore was approved at the ECNEC meeting on July, 2017. On 24 February 2019, Prime Minister Sheikh Hasina inaugurated the construction work. Work is being implemented in four stages from Lalkhan Bazar to Barik Building, from Barik Building Junction to Saltgola Crossing, from Saltgola to Cement Crossing and from Cement Crossing to the Beach. The 16.5 kilometer four-lane project is about 20 kilometers long with ramps and loops, it 54 feet wide. Each ramp will have two lanes. There will be 24 ramps in 9 points of the elevated expressway. There will be four ramps at Tiger Pass, four at Agrabad, two at Barik Building, two at Nimtali, two at Customs Crossing, four at CEPZ, two at KEPZ, two at Kathgarh and two at Patenga Beach. Vehicles will run on elevated expressways just like flyovers. With the construction of the elevated expressway, the airport can be reached from the city in just 30 minutes which will save two hours of journey time. Foreign investment will increase. Traffic congestion will be reduced in the city. Tourism sector will be developed. Goods will be brought from Chittagong port to all over the country through this road.

Bay-Terminal:

The Bay-Terminal is called the 'Port of Today and Tomorrow'. Prime Minister Sheikh Hasina inaugurated the construction work on the sea coast of Patenga-Halishahar on November, 2018 to increase the capacity of Chittagong Port in line with import-export and economic growth. Work is underway to complete the construction by 2024. The Bay Terminal is to be built on 2,500 acres of land, including 1,600 acres raised from the sea, in addition to 871 acres of privately owned and government land on the coast. Already 68 acres of privately owned land has been acquired and 803 acres of land is in the process of acquisition. According to the preliminary study, the estimated cost of the project is Two Billion BDT. The import-export goods handling capacity of Chittagong port will be five times more if the Bay Terminal is constructed. Ships are now docked at the jetty based on the tides in the port and the mother vessels are taking berth at the outer anchorage. The Bay Terminal will be able to accommodate ships at the jetty and Mother Vessel will be able to berth. This will save time and money of transporting goods.

Patenga Container Terminal:

The Patenga Container Terminal (PCT) is being constructed at a cost of Tk 1,800 crore. About 75 percent of the project has already been completed. Work started in July 2017. This is a big project to increase the capacity of Chittagong port. With the introduction of PCT which is under construction on 32 acres of land, more than four lac TEUS containers can be handled annually. For the first time in the country this terminal is being constructed with rust-resistant and salinity-tolerant iron, which will prolong the general durability. The container terminal project has a 600 meter long jetty on 32 acres of land. Four ships can be berthed here. There will be a 200 meter long dolphin jetty and 1 lac 12 thousand square meters of internal yard and road.

Four projects to alleviate water logging:

Three Government service agencies have taken up four major projects to alleviate the accursed waterlogging in Chittagong city. More than 10,803 crore taka allocated for four projects. All four projects are ongoing.
