Cumilla City Corporation Development Project | BDT 1538 Crore Budget


Cumilla City Corporation's integrated infrastructure development project has been approved at a maximum cost of Tk 1,538 crore in the history of Comilla. The project was approved at the ECNEC meeting held at the NEC conference room in the capital's Sher-e-Bangla Nagar on Tuesday (6th December, 2021). The meeting was chaired by Prime Minister Sheikh Hasina. After the meeting, the Planning Minister MA Mannan told the reporters.

After passing such a big budget project, Local Government and Rural Development Minister Tajul Islam said in a response, "I wanted to do a big project with Comilla city." I wanted to see my favorite city beautiful. I am getting peace of mind after passing such a big project. After becoming a minister, I was able to do something for Comilla.


The project worth Tk. 1538 crore was approved after various screenings. It is learned that the integrated infrastructure development project of Comilla City Corporation includes construction of new roads, new building of City Corporation, regional office, several public toilets, beautification of several ponds, and walkway along the Gomti River.

Comilla city dwellers have expressed their excitement through social media as they have approved the biggest development project in the history of Comilla on the golden jubilee of independence and Mujib centenary. According to Cumilla City Corporation sources, the main objectives of the project are to reduce water logging, traffic congestion, and development of roads and beautification of the city.


The project will develop a 13-storey, state-of-the-art city corporation building, two 6-storey Sebok Colony and regional offices in the Cumilla City Corporation. Some area of the city will be transformed as like Hatirjheel in Dhaka city by developing various ponds of the city including the old Gumti river area and Comilla city will go one step further through visual bridges, river governance, drain construction, modernization of roads and lighting.

Besides, 146 cemeteries will be developed in the city, 305 km of roads will be constructed, 203 km of drains will be constructed, 13 km of footpaths will be constructed, 7 modern public toilets, one truck terminal and one bus terminal will be constructed.

Under the direction of Hon'ble Minister of Local Government, Rural Development and Cooperatives Md. Tajul Islam, the mayor, engineers and officials of Cumilla City Corporation have been working on this large project for the last one year for the development of the city. The project was approved on 6 December. Through this project the dream of building a modern Comilla city will be realized.


A total of 10 projects were presented at the meeting of the Executive Committee of the National Economic Council (ECNEC). The meeting approved 10 projects. 10 important projects including revised model mosque have been approved. The total cost of the project has been estimated at Tk 7,447.07 crore. Of this, Tk 3,682 crore will be spent from government funding. The cost of the model mosque project is increasing by Tk 713 crore.

The cost of the project titled 'Establishment of 560 Model Mosques and Islamic Cultural Centers in districts and upazilas each' is increasing by Taka 713 crore. Although all the work was supposed to be completed by 2020, only 50 model mosques were inaugurated recently. The cost of the original approved project was Tk 9,062.41 crore.


After that, in the first amendment approved, the expenditure was estimated at Tk 8,722 crore. This time the proposed second revised total expenditure has been proposed at Tk 9,435.62 crore. As a result, the project cost is increasing by Tk 713 crore.

Project amendments are proposed for various reasons. Some sectors such as salaries of officers, electricity, fax, internet, registration fees, petrol, lubricants, gas and fuel, other aesthetics, repair and maintenance of motor vehicles, office equipment, and construction cost of buildings are on the rise.

Also entertainment expenses, use of contract vehicles, bank charges, gross salary, courier, travel expenses, outsourcing, labor wages, recruitment test, printing and binding, other aesthetics (public works), design and drawing (public works), furniture repair and storage, computer Repair and maintenance work is included. Increasing costs and time is mainly due to the inclusion of office equipment repair and maintenance, other equipment repair and maintenance, interior decoration work.

Besides, the expenditure on ICT infrastructure, human resources and technology skills project of the Jatiya Sangsad Secretariat was increased by Tk 13.84 crore. ECNEC's new project 'Digital Government and Economic Enrichment' was presented at the ECNEC meeting. The total proposed cost of the project is estimated at Tk 2,541 crore. The 'Irrigation Infrastructure Rehabilitation' project will cost Tk 322 crore.


The proposed cost of the 'Climate Smart Agriculture and Water Management' project is Tk 1,182 crore. The cost of the rural infrastructure development project in the greater Noakhali district has been estimated at Tk 313 crore. A new route will be dug from Mongla via Chandpur-Mawa-Goaland to Pakshi Rooppur Nuclear Power Plant. The total distance of the waterway is 460 kilometers. Expenditure on waterway excavation is increasing by another Tk 334 crore. The depth of this route will be increased for transporting heavy goods of nuclear power plants.

Ships with a draft of 5 meters (depth of the submarine) will be excavated mainly for landing at the jetty. Besides, the proposed cost of establishing Chittagong and Rajshahi Sports Schools project under Bangladesh Sports Education Institute is Tk 31.86 crore.

There will be Railway Line from Narayanganj to Cumilla


Railway Minister Nurul Islam Sujan said the government has plans to build a railway line from Narayanganj to Cumilla. The minister said, “I have been in charge of the ministry for the last three years. But no one from Comilla raised the issue of a railway line from Narayanganj to Comilla. The Prime Minister believes in development. If the people of Comilla wanted, the Narayanganj - Comilla railway line would have been built already. This would have reduced the distance of Dhaka - Chittagong railway by about 70 km”. He said that the people of Comilla are very lucky. Huge number of expatriates from Cumilla area lives all over the world. If the people want, they can unite and play a role in the development of the Comilla zone. 

He was speaking at the inaugural function of the 24-km long dual gauge Comilla - Laksham section between the Akhaura - Laksam 72-km double-line dual gauge rail line on 25 September. The dual gauge was inaugurated by the Mahanagar Express train moved towards Chittagong.


Director General of Railways Department Dhirendranath Majumdar presided over the ceremony, other guests were MP of Comilla-5 Abul Hashem, Railway Secretary Selim Reza, Chief Engineer of Railways Subakta Gin, Chief Engineer of Max Golam Ahmed and Minister's wife Shammi Akter.

The Minister further said that development of communication system does not mean development of roads only. Development of communication system means development of integrated communication system. The government has focused on the development of an integrated development system. The need for meter gauge trains is declining now a days. So the railways across the country will be converted to dual gauge line.


He also said that work is ongoing of the dual gauge line from Dohazari to Cox's Bazar. Dual gauge will also be constructed from Chittagong to Dohazari. Railways have been undergoing extensive development since the formation of the Ministry of Railways in 2011. There is a railway line in Padma bridge, there is a railway line in Bangabandhu bridge, Khulna - Mongla railway line has been built, there will be a railway line on Bhanga - Mawa bridge, the work of metro rail is ongoing fast. Work on the 72 km double line dual gauge from Akhaura to Laksam will be completed by June 2023. The Honorable Prime Minister Sheikh Hasina will inaugurate it.


The railway is upgrading the 82 km long railway line from Akhaura to Laksam in Comilla zone to dual gauge double line at a cost of BDT 6,505 crore. Of which work of 24 km from Comilla to Laksam junction of the district has been completed. It was opened to traffic through the inauguration on 25 September 2021. Construction work of the remaining 48 km is underway. Which has been planned to be completed by June 2023.

Trial Run on Daudkandi | Tripura Waterways


Shipments of goods have reached Tripura, India from Daudkandi, Bangladesh. On 5 September 2021, the consignment of cement went from Daudkandi ,Comilla to Sonamura in Tripura on a trial basis via the Gomti river. It is basically the first initiative to be used as a direct import-export naval route between the two countries.

Premier Cement Mills Limited, has become the first exporter of the product by river to the northeastern Indian state of Tripura. The Bangladesh Inland Water Transport Authority (BIWTA) has given the approval to the company to export goods on a trial basis. It was inaugurated in Sonamura India. BIWTA Chairman Golam Sadeq inaugurated the experimental navigation by flying balloons at the Bibirbazar, Gomti section of Comilla.

 

At present, about 5 per cent of the country's total cement production goes to the northeastern states of India. The country's exporters are currently using the Akhaura land port to export goods to Tripura. On May, two new waterway agreements were signed between the two countries in Dhaka. One is from Rajshahi to Dulihan in India and the other is from Daudkandi to Sonamura. According to the agreement, the trial run started. The distance from Daudkandi to Sonamura is 93 km. From there, the consignment is to travel by road to Agartala, the capital of Tripura.

Traders involved in exports to Tripura said the Gumti River has many problems and crises. The biggest problem is the navigability crisis in the river. The navigability of Gumti River is very low. It is not suitable for navigation at depths of more than three to three and a half feet. As a result, it is not possible to move large cargo ships. You have to bring and take only limited goods in one vessel. The height of the bridge is also a big problem. There are 23 low-height bridges along the Gumti river. As a result, it will not be possible for large vessels to pass under the bridge. 

Mohammad Amirul Haque, managing director of Premier Cement Mills Limited said that this is the first time that this trade facility has been created by waterway with the northeastern Indian state of Tripura. This will boost exports to Tripura and other northeastern states and reduce transportation costs. Transporting goods by water is relatively cheaper and definitely more environmentally friendly than by road or rail. This movement can be continued even in the dry season, if regular dredging is done in the necessary parts of the Gumti river. In addition, low-altitude bridges need to be addressed quickly. If the waterway can be used to accommodate large cargo ships, Bangladesh's construction materials will be ahead in the price competition. In addition, regular use of the waterway will increase bilateral trade with neighboring countries.


Bangladesh Water development Board says, The Gumti River has a flow of 2 to 3 meters in the monsoon season, but in the dry season there is one meter of water somewhere in the river. However, dredging will have to be done at different places of the river to make it suitable for navigation if the commercial shipping between the two countries starts in full swing.

Large and small cargo ships will not be able to operate on this river as there are at least 23 low and high bridges on the river. As a result, import and export of goods has to be done in small ships. The BIWTA has already taken up a project for dredging the river. They also have a project underway. The Water Development Board will work to protect the embankment of the river once it starts exporting by sea.

The distance between Bibirbazar land port and Gumti river waterway is 200 meters. Through this land port, Bangladeshi goods have been exported to the tune of Tk 92.47 crore in the 2018-19 fiscal year and revenue of BDT 73 lac has been collected on goods imported from India. Revenue will be further increased through import and export of goods by river.

The relationship between Bangladesh and India is set to reach another milestone with the first ever export consignment from Daudkandi reaching Tripura through inland waterways. This route is significant as it connects Tripura to the national waterways of India through Bangladesh for the first time.

If Bangladesh can create a better competitive scenario, then Bangladeshi exporters can grab a larger portion of exports using this waterway, but the government will have to incentivize the private sector for using and popularizing this route. Since riverways are more cost effective than roads or railway transportation, Bangladesh can explore many avenues if it can explore the river route properly.

Khadi or Khaddar Fabrics | Tradition of Cumilla


The Khadi / Khaddar of cumilla have been known as special and famous since ancient times in the history. This weaving cloth was also exported abroad after met the demand of the country. A professional community was involved in the weaving industry from the beginning. Locally they were called as 'Yogi' or 'Debnath'. During the time of Mahatma Gandhi non-cooperation movement in British India and due to some historical reasons, Khadi industry grew rapidly and gained popularity in the region.


That time, Khadi / Khaddar cloth was made from cotton of Rangamati. There was many Yogi or Debnath families living in Chandina, Devbidwar, Burichang and Cumilla Sadar upazila of the district. When Gandhiji called for the exclusion of foreign textiles, there was a huge response in Comilla area and the production of Khadi cloth increased a lot. The khadi clothes of Comilla were spreading in different parts of the country. These fabrics gained popularity as a brand called Comilla's khadi / Khadi of Cumilla.


The Abhay Ashram of Mahatma Gandhi in Comilla played an important role in promoting the Khadi industry across the India sub-continent. Abhay Ashram was established as a social welfare institute and established as a shelter ground for the practice. When the call for the exclusion of foreign cloth began to cut in large quantities, the yarn was produced a lot using Charka. Abhay Ashram then sold the Charka in local Bazaar and also was making khadi cloths themselves. Khadi cloth that was made in different villages started to be marketed through Abhay Ashram.

History says, an eight hand tall dhoti was sold for only five paisa in the period of 1926-27. At that time, Comilla Abhay Ashram sold khadi clothes more than worth about Taka 9 lac. According to the writings of late Rabindra Sangeet singer, an activist of Abhay Ashram, Parimal Dutt said that even though there was huge demand which was not completely fulfilled from the supply of Abhay Ashram.


Due to the rapid demand for khadi, holes were drilled in the ground beneath the foot-driven paddle of taat boutique machine. The cloth that originates from this hole or alloy was called Khadi. Thus the origin of the name became Khadi. Gradually this cloth gained fame in the name of Khadi or Khaddar.


The golden age of the Khadi industry was after the 1971 independence. Soon there was a crisis. Huge numbers of war-torn taat garments were closed. In order to meet the demand for textiles, there was a lot of pressure on handmade weaving cloth in such an import depended country. Although the production of khadi was not widespread in comparison to the needs of the people of the country. Weavers in the villages around the center of Chandina started making mattresses, curtains and cloths etc.


Before independence, the demand for khadi was as widespread as winter clothing. As a result of the demand for khadi clothing, some of the area's past government owned the yarn as a middleman in plundering the profits by obtaining licenses. Due to the lack of yarn and paint at affordable prices, the actual weavers were forced to change their original occupation at that time. The power loom based textile industry developed in the country in the mid-eighties. As a result, the ultra-varieties of garments produced a lot. Use of polyester, rayon, viscose, acrylic yarn etc increased. Duty-free foreign textiles was importing for export-oriented garments. In this way, the clothes that spread out of the name of Khadi were lost in the extinction alloy.

Although the khadi industry in Comilla is widely spread, this industry was primarily a cottage industry. Rural brides used to cut the charka to produce yarn and sold it to the weavers to earn extra income. The old man who could not work, the adolescent who did not have the opportunity to work as a labor outside, also had the opportunity to earn extra income in the world by cutting cotton yarn using Charka.



The weavers and the Khadi traders urged the government to immediately take measures to protect the industry and feared that it may go extinct otherwise. The weavers and traders have been demanding to keep this traditional cloth alive by injecting funds and training the craftsmen.

Shalbon | Salon Forest in Cumilla | Tourist Attraction


As special tourism area can be built by taking some steps around Salon / Shalvan / Shalbon Forests of Comilla regions. Near the border area of Comilla there are three and one natural forest in Kotbari area.


If the facilities for tourists such as watch towers, benches, toilets and security system increase then these tourist spots will quickly become popular. People think that it is necessary to take initiative to protect biodiversity surrounding the natural Shalbon / Salon forest in the region.




  • There are 138 acres of forest land in Jambari adjacent to Bangladesh-Indian border of Comilla Sadar upazila. Among them, natural forest is 27 acres.
  • There are 587 acres of total forestland in the Rajeshpur area in Comilla Sadar South upazila, of which 306 acres of natural salon are included.
  • There are 455 acres of forest area in Joshpur area under Sadar South upazila, of which 250 acres is natural.

Each natural Shal tree in the natural salon supplies seven time oxygen compared to other trees. The natural salon has the importance of protecting the world's natural balance.

Some wild fruit trees should be preserved in order to preserve biodiversity. Besides, there is a need for bush for breeding animals. There are some rattan plants in Rajeshpur area. Kazi Muhammad Nurul Karim, divisional forest officer of Comilla Social Forest Division, said, "We have a crisis of manpower. Yet, bit officers are on the alert to supervise the forests. In the meantime, there is a tremendous potential for the development of Comilla's forest area. If there is a project related to tourism, the government revenue revenues will increase.

Cumilla Division | The demand of Time



In the Nineteen Sixties, greater mass movement was formed for the implementation of the Cumilla division in the country. It is known that the provincial council was raised in the context of the rationality of the establishment of the division and mass movement in Comilla. In 1994, the leader of the opposition, the current Prime Minister Sheikh Hasina said in a meeting on Comilla Railway Station, while going to Chittagong from Dhaka, The leader said that the Comilla will be a Division if Bangladesh Awami League came to power.

Based on the number of population and the number of MPs (Member of Parliament) and other criterias, it is fair to divide the region of Cumilla as a division.

  • There are 16 MPs in Chittagong, 4 MPs in Cox's Bazar, 1 MP from Rangamati, 1 MP from Khagrachari and 1 MP from Bandarban district. Total number of MPs from 5 districts of Chittagong and Hill Tracts area is 23.
  • From the greater Cumilla and Noakhali region there are 11 MPs from Cumilla district, 6 MPs from Noakhali district, 6 MPs from Brahmanbaria, 5 MPs from Chandpur, 4 MPs from Laxmipur and 3 MPs from Feni district. There are total 35 MPs from the Greater Comilla and Noakhali region.
  • From these 35 numbers of MPs, Twenty Two are from three districts of greater Comilla area.
  • According to the 2011 population census of Bangladesh Government, the total population of Chittagong and Chittagong Hill Tracts was 1 Crore 18 Lac and 41 thousand.
  • Based on the same census in 2011, the total population of the Greater Comilla and Noakhali region was 1 Crore 76 Lac 38 Thousand and 963.

Many Divisions in Bangladesh have been formed with fewer population and fewer MPs. Though judging from the population and Members of Parliament, the claim for Comilla division is fair. It seems to be very difficult to control the whole area by one divisional Commissioner. The biggest thing is that it’s also hinders for the development of the region. At the same time, the government's financial expenditures also increasing due to various system losses. By dividing Comilla, the expenditure can be reduced.

At present, there are no more divisions in the country that has 11 numbers of districts except Chattogram Division. Large sections have been divided for administrative decentralization across the country. Now, Comilla should be divided for the time being. Otherwise, this region will be wrongly judged and the development oriented people will be affected by extreme discrimination.

Cumilla is required to establish as a division through the decentralization in order to reach the state's doorstep for the establishment of strong administrative structure, balanced development and for good governance. There are 50 government and non-government departments and organizations office in Comilla - Noakhali territories. Many of these departments will not have to be re-established if divide Comilla. These will be established as divisional offices.

Cumilla has a glorious position in numbers of the educational institutions, it is called educational hub. At present, there are five Medical Colleges (One public and four private), five Universities in Cumilla (One public and four private) located around the Cumilla city.

The roads and communication systems of the region was developed for a very long time. Inside this district, 112-kilometer portion of the Dhaka-Chittagong National highway, which is known as the country's economic gateway, has been dispersed. The Cumilla district is surrounded by five of the six districts of greater Comilla and Noakhali region. Only the Lakshmipur district is a little away, but the roads and communication system is well with Lakshmipur.

Brahmanbaria district situated on the north side of Comilla, Chandpur district on the south-west side, Noakhali and Lakshmipur district on the south side and Feni district is located on the south-east side.

For International Border with India, it is very easy to make inter-country communication via road, railway and waterway (via Gomti River) to boost trade and commerce of the country. Considering the communication system, the Comilla division has the right priority.

The implementation of the Comilla division has now become a mass demand for the time being. Comilla Gonodabi Parishad has been in the movement for three decades in the context of this claim. Comilla's long-standing demand came forward even after the recent Prime Minister Sheikh Hasina decided to break the Chittagong division into another division. As a result, people of the area believe that their long-standing demand will be in reality soon.

It was people's usual demand for establishing a new division comprising with these six districts. So, the demand for the life of the large population of the greater Cumilla area will come true soon. People of these areas now believe it.
