Cumilla City Corporation Development Project | BDT 1538 Crore Budget


Cumilla City Corporation's integrated infrastructure development project has been approved at a maximum cost of Tk 1,538 crore in the history of Comilla. The project was approved at the ECNEC meeting held at the NEC conference room in the capital's Sher-e-Bangla Nagar on Tuesday (6th December, 2021). The meeting was chaired by Prime Minister Sheikh Hasina. After the meeting, the Planning Minister MA Mannan told the reporters.

After passing such a big budget project, Local Government and Rural Development Minister Tajul Islam said in a response, "I wanted to do a big project with Comilla city." I wanted to see my favorite city beautiful. I am getting peace of mind after passing such a big project. After becoming a minister, I was able to do something for Comilla.


The project worth Tk. 1538 crore was approved after various screenings. It is learned that the integrated infrastructure development project of Comilla City Corporation includes construction of new roads, new building of City Corporation, regional office, several public toilets, beautification of several ponds, and walkway along the Gomti River.

Comilla city dwellers have expressed their excitement through social media as they have approved the biggest development project in the history of Comilla on the golden jubilee of independence and Mujib centenary. According to Cumilla City Corporation sources, the main objectives of the project are to reduce water logging, traffic congestion, and development of roads and beautification of the city.


The project will develop a 13-storey, state-of-the-art city corporation building, two 6-storey Sebok Colony and regional offices in the Cumilla City Corporation. Some area of the city will be transformed as like Hatirjheel in Dhaka city by developing various ponds of the city including the old Gumti river area and Comilla city will go one step further through visual bridges, river governance, drain construction, modernization of roads and lighting.

Besides, 146 cemeteries will be developed in the city, 305 km of roads will be constructed, 203 km of drains will be constructed, 13 km of footpaths will be constructed, 7 modern public toilets, one truck terminal and one bus terminal will be constructed.

Under the direction of Hon'ble Minister of Local Government, Rural Development and Cooperatives Md. Tajul Islam, the mayor, engineers and officials of Cumilla City Corporation have been working on this large project for the last one year for the development of the city. The project was approved on 6 December. Through this project the dream of building a modern Comilla city will be realized.


A total of 10 projects were presented at the meeting of the Executive Committee of the National Economic Council (ECNEC). The meeting approved 10 projects. 10 important projects including revised model mosque have been approved. The total cost of the project has been estimated at Tk 7,447.07 crore. Of this, Tk 3,682 crore will be spent from government funding. The cost of the model mosque project is increasing by Tk 713 crore.

The cost of the project titled 'Establishment of 560 Model Mosques and Islamic Cultural Centers in districts and upazilas each' is increasing by Taka 713 crore. Although all the work was supposed to be completed by 2020, only 50 model mosques were inaugurated recently. The cost of the original approved project was Tk 9,062.41 crore.


After that, in the first amendment approved, the expenditure was estimated at Tk 8,722 crore. This time the proposed second revised total expenditure has been proposed at Tk 9,435.62 crore. As a result, the project cost is increasing by Tk 713 crore.

Project amendments are proposed for various reasons. Some sectors such as salaries of officers, electricity, fax, internet, registration fees, petrol, lubricants, gas and fuel, other aesthetics, repair and maintenance of motor vehicles, office equipment, and construction cost of buildings are on the rise.

Also entertainment expenses, use of contract vehicles, bank charges, gross salary, courier, travel expenses, outsourcing, labor wages, recruitment test, printing and binding, other aesthetics (public works), design and drawing (public works), furniture repair and storage, computer Repair and maintenance work is included. Increasing costs and time is mainly due to the inclusion of office equipment repair and maintenance, other equipment repair and maintenance, interior decoration work.

Besides, the expenditure on ICT infrastructure, human resources and technology skills project of the Jatiya Sangsad Secretariat was increased by Tk 13.84 crore. ECNEC's new project 'Digital Government and Economic Enrichment' was presented at the ECNEC meeting. The total proposed cost of the project is estimated at Tk 2,541 crore. The 'Irrigation Infrastructure Rehabilitation' project will cost Tk 322 crore.


The proposed cost of the 'Climate Smart Agriculture and Water Management' project is Tk 1,182 crore. The cost of the rural infrastructure development project in the greater Noakhali district has been estimated at Tk 313 crore. A new route will be dug from Mongla via Chandpur-Mawa-Goaland to Pakshi Rooppur Nuclear Power Plant. The total distance of the waterway is 460 kilometers. Expenditure on waterway excavation is increasing by another Tk 334 crore. The depth of this route will be increased for transporting heavy goods of nuclear power plants.

Ships with a draft of 5 meters (depth of the submarine) will be excavated mainly for landing at the jetty. Besides, the proposed cost of establishing Chittagong and Rajshahi Sports Schools project under Bangladesh Sports Education Institute is Tk 31.86 crore.

Ms. Russia International from Cumilla | Bangladesh


The success of Bangladeshi peoples is going on all over the world. Now news of success story of Bangladeshi in different parts of the world can be heard all the time. From sports and scientific research or beauty pageants to international politics, Bangladeshis have now been able to consolidate their position. Another such success came in the hands of a daughter from Cumilla, Sabikunnahar Nika / Neeka.

 

This Bangladeshi Nika / Neeka have recently won the Miss International Crown in the Miss Russia beauty pageant in Russia. Her full name is Sabikunnahar Nika / Neeka. She is 21, from Shankuchail village in Burichang upazila of Comilla district. She passed SSC from Dhaka Cantonment Girls Public School and College in 2016 and HSC from Uttara Milestone School and College in 2018. Later she applied for online admission to Rostov State Medical University.

 

Nika / Neeka have left her mark in various fields since his childhood. She was admitted to Rostov State Medical University in 2018. He is currently a fourth year medical student at the university. Besides, by capitalizing on her talent and thinking, she is now stepping into the modeling world of Russia. She thinks that real success is achieved only when Honesty, Hard work and Talent come together at one point. Sabikaunnahar Nika told that being a good doctor personally is also the goal of my life. In that case I want to see myself as a gynecologist or cardiologist. Now that I have the opportunity to work in modeling internationally, I will always try to represent my country through good work.

 

The national anthem of Bangladesh was played in the background while Sabikunnahar was wearing the crown. She first took part in the Rostov Beauty and Rostov photo shoot in 2020/2021 and later became Miss International by participating in Miss Russia. This is the first time in the history of Russia that a foreigner has won the Miss International crown as a Bangladeshi from Asia.

 

Sabikaunnahar Nika is the only child of her parents. His father Abul Kalam Azad is a non-commissioned officer in the Bangladesh Army currently serving in Kuwait. His mother Mrs. Shahnewaz Chowdhury is a housewife.

 

Sabikaunnahar thinks that humanity and self-confidence are beauty as well as good behavior with people. Neeka is currently working with various fashion organizations. Estate Fashion Week Winter Season is going to be held in Moscow next month. Sabikaunnahar Nika is going to participate there too. Apart from this, the brand ambassador of the famous modeling agency 'ImageElite' of Russia is this accomplished child of Shankuchail village of Burichang upazila of Comilla district.


Nika said that the modeling world of Russia is very big. Everyone here is much more professional. There is very little room for emotion here. Suppose someone's height is low then he will not get a job under any circumstances. In fact I mean that there is no such thing as kinship here. Everyone is very professional here. One of Russia's national daily has published a big feature about Sabikunnahar Nika. In the future she said, I want to become a good doctor and devote myself to serving the people of the country. At the same time, I want to highlight the name of Bangladesh in the international arena in modeling at a unique height. Dream that one day every person in the world will be well treated. And we all know man is bigger than his dreams.

There will be Railway Line from Narayanganj to Cumilla


Railway Minister Nurul Islam Sujan said the government has plans to build a railway line from Narayanganj to Cumilla. The minister said, “I have been in charge of the ministry for the last three years. But no one from Comilla raised the issue of a railway line from Narayanganj to Comilla. The Prime Minister believes in development. If the people of Comilla wanted, the Narayanganj - Comilla railway line would have been built already. This would have reduced the distance of Dhaka - Chittagong railway by about 70 km”. He said that the people of Comilla are very lucky. Huge number of expatriates from Cumilla area lives all over the world. If the people want, they can unite and play a role in the development of the Comilla zone. 

He was speaking at the inaugural function of the 24-km long dual gauge Comilla - Laksham section between the Akhaura - Laksam 72-km double-line dual gauge rail line on 25 September. The dual gauge was inaugurated by the Mahanagar Express train moved towards Chittagong.


Director General of Railways Department Dhirendranath Majumdar presided over the ceremony, other guests were MP of Comilla-5 Abul Hashem, Railway Secretary Selim Reza, Chief Engineer of Railways Subakta Gin, Chief Engineer of Max Golam Ahmed and Minister's wife Shammi Akter.

The Minister further said that development of communication system does not mean development of roads only. Development of communication system means development of integrated communication system. The government has focused on the development of an integrated development system. The need for meter gauge trains is declining now a days. So the railways across the country will be converted to dual gauge line.


He also said that work is ongoing of the dual gauge line from Dohazari to Cox's Bazar. Dual gauge will also be constructed from Chittagong to Dohazari. Railways have been undergoing extensive development since the formation of the Ministry of Railways in 2011. There is a railway line in Padma bridge, there is a railway line in Bangabandhu bridge, Khulna - Mongla railway line has been built, there will be a railway line on Bhanga - Mawa bridge, the work of metro rail is ongoing fast. Work on the 72 km double line dual gauge from Akhaura to Laksam will be completed by June 2023. The Honorable Prime Minister Sheikh Hasina will inaugurate it.


The railway is upgrading the 82 km long railway line from Akhaura to Laksam in Comilla zone to dual gauge double line at a cost of BDT 6,505 crore. Of which work of 24 km from Comilla to Laksam junction of the district has been completed. It was opened to traffic through the inauguration on 25 September 2021. Construction work of the remaining 48 km is underway. Which has been planned to be completed by June 2023.

Underpasses and U-Loop near Paduar Bazar | Cumilla


A project worth of BDT 568 crore is being taken up to make the Dhaka-Chittagong National highway safe and traffic free. Under the project, new underpasses will be constructed on the highway. The new initiative aims at sustainable, safe and cost-effective communication systems, including reducing the risk of accidents. Underpasses and U-Loops will be constructed at the intersection of Paduar Bazar in Comilla on the 93rd kilometer of the highway starting from the Capital city Dhaka, at the entrances of Comilla University and at the Cumilla Sadar South Upazila Gate.


The total cost of the project which includes 'Construction of six underpasses on the Dhaka-Chittagong National Highway and U-Loop at the Paduar Bazar intersection', has been estimated at BDT 568.93 Crore. The project will be implemented by the Department of Roads and Highways (RHD) and will be completed within the period of June 2024. (source: banglanews24)

 

The new U-Loops and Underpasses will be constructed to make the journey on the Dhaka-Chittagong highway more safe and risk-free. There are many gatherings in Paduar Bazar, it’s an important intersection and gateway to south-east part of Bangladesh. After conducting feasibility study through BUET, such initiatives were found as solutions. The project is being taken up.


Locations of the U-Loops and Underpasses at Cumilla:

  • One Underpass and One U-Loop will be constructed at Paduar Bazar intersection of Dhaka-Chittagong National Highway (N-1) and Cumilla-Chandpur Regional Highway
  • One Underpass at Comilla Sadar Dakshin Upazila Gate and another adjacent to Beltali gate of Comilla University.

 


The Dhaka-Chittagong road can be used in the future for communication with the northeastern states of India. That's why it needs enough capacity and mobility to meet current and future traffic needs. Under the project, 2,142 meters construction of approach road, Land acquisition, construction of three underpasses (total length 171 meters), a double cabin pickup, landscaping under the project, utility seating and other works including tree planting will be completed.

 

The government's mega project Dhaka-Chittagong four-lane highway was inaugurated on July, 2016. But less than two years after the inauguration, bitumen was washed away in the rain at various spots on the 192 km long road (from Daudkandi-Chittagong). Various 'wounds' and ditches have been seen. Currently, most of the drivers are forced to slow down speed of their vehicles as small and big potholes have been created in several places on the highway.

 

The Department of Roads and Highways (RHD) is implementing another project worth of Tk 774 crore to keep the 192.30 km long road from Daudkandi in Comilla to Chittagong smooth and intact for the next five years. A new project is being taken up on the Dhaka-Chittagong highway for another purpose.

 

The Dhaka-Chittagong four lane construction works was started on 2010. New problems are arising and new methods are being invented to solve these to make road safer. This highway is called the lifeline of the country’s economy. Construction of some U-Loops, Underpasses will help to drive vehicles smoothly.

Tradition of Comilla District | Khadi | Rasmalai | Pottery


Khadi / Khaadi Cloth of Comilla district:

The handloom weaving industry of this sub-continent has been world famous since ancient times. This weaving cloth was always exported abroad to meet the demand of the country. A professional community was then involved with the weaving industry. They were called ‘Yugi’ or ‘Debnath’ in the local language. During Gandhiji's non-cooperation movement in British India eriod, the khadi / Khaadi industry gained rapid popularity in the region due to historical reasons. At that time khadi cloth was made from cotton of Rangamati zone. At that time many Yugi or Debnath families lived in Chandina, Debidwar, Burichang and Sadar upazila of the district. Gandhiji's call for a boycott of foreign textiles was well received in Comilla at that time and the production of khadi textiles also increased. Khaadi cloth of Comilla district spread in different parts of the country. This cloth gained popularity as Khadi of Comilla.

The Abhay Ashram in Comilla, founded by Gandhiji, played an important role in the spread of the Khadi industry. Abhay Ashram was established as a social welfare institution in disguise as a place of refuge for the practice cycle. The call for the boycott of foreign clothes began when the spinning began at a massive rate. Abhay Ashram then started making khadi cloth in addition to selling it in the cheap spinning wheel market. Khadi cloth made in different villages also started to be marketed through Abhay Ashram at this time.


According to the information, in 1926-27, an 8-arm-long dhoti was sold for only five hundred taka. At that time Comilla Abhay Ashram sold khadi cloth worth about Tk. 9 lac. According to Parimal Dutt, a late Rabindra Sangeet scholar and an activist of Abhay Ashram, there was a huge demand but it was not fully met by Abhay Ashram. Due to the rapid demand for khadi / Khaadi, holes were drilled in the ground under the foot paddles for fast weaving. The cloth produced from this hole is khadi. Thus the origin of the name Khadi or Khaadi. Gradually this cloth came to be known as Khadi of Comilla or Khaddar.

The post-independence period was the golden age of khadi industry. Crisis comes immediately after this. The war-torn textile mills were then closed. There is a lot of pressure on handloom weaving in import-dependent countries to meet the demand for textiles. Although the production of khadi is not more than the demand of the country or the people, the weavers in the surrounding villages around Chandina Bazar in Comilla district started making sheets, curtains and cloths. Prior to independence, the demand for khadi was widespread as winter clothing.

Due to the demand for khadi textiles, some of the past governments in the region have taken advantage of the licenses of yarn and dyes to loot the profits as middlemen. Lack of cheap yarn and dye forced the real weavers to change their main occupation at that time. In the mid-eighties, the country witnessed a boom in the power loom based textile industry. As a result, the spread of non-cotton varieties of cloth took place at a huge rate. Increased use of polyester, rayon, viscose acrylic yarns. Duty-free foreign garments continue to be imported for export-oriented garments. In this way, the cloth called khadi which was spread from the valley is lost in the pit of extinction.

Although the khadi industry of Comilla district flourished, it was mainly a cottage industry. Rural brides would get extra income by cutting the yarn in a spinning wheel and selling it to the weavers. The old man who could not work on the farm to eat, the teenager who did not get the opportunity to sell labor outside, also got the opportunity to earn extra income by spinning the spinning wheel.


Rasmalai:

Ras Malai was introduced by the Ghosh community of Tripura in the nineteenth century. At that time, the task of supplying sweets to various social events was mainly in their hands. Malaikari-coated rasgolla was made at that time. Later, rasgolla dipped in milk made with milk fuel was introduced. Gradually that late rasgolla became smaller and became today's rasmalai of Comilla district.

 

Comilla Pottery:

There are various products of Comilla pottery, one of the most ancient traditions of Bengali folk art. Among the household utensils made in Comilla district since ancient times, jugs, pots, nets, inns or lids, shankis, dishes, cups, vessels, incense burners, various earthen toys and fruits, animals and birds were famous. However, with the touch of modernity, it gradually became dreamy. In 1961, Dr. Akhtar Hamid Khan established the Vijaypur Rudrapal Pottery Cooperative Society. In 1971 the Pak army set it on fire.


After the war, when the Father of the Nation Bangabandhu Sheikh Mujibur Rahman gave a grant of Tk 75,000, the association turned around again. In the financial year 2009-2010, with the financial support of the Ministry of Cooperatives, a pottery training center has been set up here. Here at different times of the year 20 people are trained in several batches. At the end of a long period of training, one potter became a skilled artist. At present, potters are making flower tubs, various types of sculptures, ceramics colors, durable sanitary latrine wheels, water tanks, tiles, etc. in addition to various showpieces.

Trial Run on Daudkandi | Tripura Waterways


Shipments of goods have reached Tripura, India from Daudkandi, Bangladesh. On 5 September 2021, the consignment of cement went from Daudkandi ,Comilla to Sonamura in Tripura on a trial basis via the Gomti river. It is basically the first initiative to be used as a direct import-export naval route between the two countries.

Premier Cement Mills Limited, has become the first exporter of the product by river to the northeastern Indian state of Tripura. The Bangladesh Inland Water Transport Authority (BIWTA) has given the approval to the company to export goods on a trial basis. It was inaugurated in Sonamura India. BIWTA Chairman Golam Sadeq inaugurated the experimental navigation by flying balloons at the Bibirbazar, Gomti section of Comilla.

 

At present, about 5 per cent of the country's total cement production goes to the northeastern states of India. The country's exporters are currently using the Akhaura land port to export goods to Tripura. On May, two new waterway agreements were signed between the two countries in Dhaka. One is from Rajshahi to Dulihan in India and the other is from Daudkandi to Sonamura. According to the agreement, the trial run started. The distance from Daudkandi to Sonamura is 93 km. From there, the consignment is to travel by road to Agartala, the capital of Tripura.

Traders involved in exports to Tripura said the Gumti River has many problems and crises. The biggest problem is the navigability crisis in the river. The navigability of Gumti River is very low. It is not suitable for navigation at depths of more than three to three and a half feet. As a result, it is not possible to move large cargo ships. You have to bring and take only limited goods in one vessel. The height of the bridge is also a big problem. There are 23 low-height bridges along the Gumti river. As a result, it will not be possible for large vessels to pass under the bridge. 

Mohammad Amirul Haque, managing director of Premier Cement Mills Limited said that this is the first time that this trade facility has been created by waterway with the northeastern Indian state of Tripura. This will boost exports to Tripura and other northeastern states and reduce transportation costs. Transporting goods by water is relatively cheaper and definitely more environmentally friendly than by road or rail. This movement can be continued even in the dry season, if regular dredging is done in the necessary parts of the Gumti river. In addition, low-altitude bridges need to be addressed quickly. If the waterway can be used to accommodate large cargo ships, Bangladesh's construction materials will be ahead in the price competition. In addition, regular use of the waterway will increase bilateral trade with neighboring countries.


Bangladesh Water development Board says, The Gumti River has a flow of 2 to 3 meters in the monsoon season, but in the dry season there is one meter of water somewhere in the river. However, dredging will have to be done at different places of the river to make it suitable for navigation if the commercial shipping between the two countries starts in full swing.

Large and small cargo ships will not be able to operate on this river as there are at least 23 low and high bridges on the river. As a result, import and export of goods has to be done in small ships. The BIWTA has already taken up a project for dredging the river. They also have a project underway. The Water Development Board will work to protect the embankment of the river once it starts exporting by sea.

The distance between Bibirbazar land port and Gumti river waterway is 200 meters. Through this land port, Bangladeshi goods have been exported to the tune of Tk 92.47 crore in the 2018-19 fiscal year and revenue of BDT 73 lac has been collected on goods imported from India. Revenue will be further increased through import and export of goods by river.

The relationship between Bangladesh and India is set to reach another milestone with the first ever export consignment from Daudkandi reaching Tripura through inland waterways. This route is significant as it connects Tripura to the national waterways of India through Bangladesh for the first time.

If Bangladesh can create a better competitive scenario, then Bangladeshi exporters can grab a larger portion of exports using this waterway, but the government will have to incentivize the private sector for using and popularizing this route. Since riverways are more cost effective than roads or railway transportation, Bangladesh can explore many avenues if it can explore the river route properly.
